Contracts Manager
Nature of the Work
This is administrative work developing and negotiating new FNIH contracts, and managing and monitoring the existing contracts portfolio awarded under several research initiatives. Work involves monitoring and overseeing administrative components of the contracts management process across the FNIH. Work includes ensuring accountability though processing report requirements and contracts and amendments through the life of the programs. Work is bound by established office procedures and foundation policies. Work is performed under the supervision of the Deputy Executive Director.
Essential Functions
- Assists in the negotiation of policies with grantee institutions and facilitates resolution of sensitive issues related to policy in the grant-making process; ensures legal compliance with US Patriot Act in the administration of international grants; works with outside financial auditing firms to ensure IRS compliance.
- Monitors and coordinates technical and financial reports; reviews financial reports and tracks fiscal year expenditures.
- Creates contracts and amendments in conjunction with legal counsel and grantees; produces reporting requirements and payment schedules;
- Implements and maintains grants management software and database(s); tracks foundation’s grant progress and accounting or budgetary status and compliance; forecasts and tracks FNIH pay out and progress.
- Develops and updates the FNIH contracts management manual of policies and procedures; develops and oversees standard terms and conditions for grant award letters, agreements and contracts and develops standardized terms, conditions and policies for specific programs.
- Coordinates external fiscal review process for all potential international and “at risk” grants; conducts ongoing grants administration, program and foundation management research, including research on new policy issues.
Physical Demands and Working Environment
Work is performed in an office environment and involves everyday risks or discomforts which requires normal safety precautions when operating equipment and performing the work. Work is essentially sedentary with occasional walking, standing, bending, carrying items under 25 pounds such as books, papers, small parcels, etc.
Minimum Qualifications
Work requires a Bachelor’s Degree in business or related field with three to five years of applicable contracts (or grants) management experience; or any equivalent combination of education and experience that provides the following knowledge, abilities and skills:
- Knowledge of contracts, office practices, procedures, databases and equipment.
- Knowledge of financial reporting.
- Ability to collect and analyze data.
- Ability to work effectively with staff, partners and the public.
- Ability to appropriately handle confidential matters and information.
- Ability to multi-task and prioritize work and with careful attention to detail.
- Ability to design and implement effective workflow processes and procedures.
- Ability to deal with others, using tact and diplomacy.
- Ability to communicate effectively, both orally and in writing.
- Ability to work in a changing environment and as part of a team, taking on tasks at all levels.
- Skill in using software packages, specifically Microsoft Office Suite and MicroEdge Gifts.
