Associate Director for NIH Initiatives
Nature of Work
This is professional supervisory work in the FNIH Science Administration Department and in collaboration with the Partnership Development Department overseeing the identification, cultivation and development of research initiatives and science partnerships that support the mission of the National Institutes of Health. Work involves serving as primary liaison with NIH Institutes and Centers to identify and develop emerging research programs, public-private partnerships and to coordinate the initial assessment of ancillary activities supported by the foundation. Work is bound by established guidelines and standard office policy and procedures. Work is performed under the overall supervision of the Director of Science.
Essential Functions
- Oversees and administers the identification, initiation and development of NIH Research Initiatives at FNIH.
- Establishes and cultivates close working relationships with NIH Institute and Center Directors and their senior staff to identify research and programmatic needs and gaps that may be addressed through partnership and fund raising activities at the foundation.
- Develops strategic and targeting goals for potential partnership with Industry, NGOs, foundations and other entities that address NIH unmet needs; develops plans for monitoring progress toward the establishment of research partnerships,
- Develops and manages systems that identify, track and store requests for partnerships, provides timely follow up to those requests, collects and processes information needed to assess the potential for partnerships and organizes cross-foundation teams to evaluate and assess each request as a potential partnership.
- Develops plans and budgets for evaluation and approval by the foundation Board of Directors; provides reports to the Director of Science and Executive Director as required.
- Negotiates and develops Memoranda of Understanding, Letters of Agreement, and other partnership documents ensuring they appropriately reflect partnership structures, responsibilities, and commitments.
- Coordinates with NIH and colleagues to develop, prepare, and manage budgets for proposed NIH- and FNIH-managed research projects; monitors project budgets and expenses for NIH-managed projects, and reconciles with Finance Department.
- Works with Partnership Development Department and FNIH staff to ensure that fundraising and other outreach activities are well coordinated.
- Supervises professional and administrative staff; interviews, screens, makes hire recommendations, disciplines, coaches, develops and reviews work of subordinate staff.
- Ensures proper electronic and hardcopy documentation is developed and maintained for each program; and
- Assists in staffing of Board committees.
Physical Demands and Working Environment
Work is performed in an office environment and involves everyday risks or discomforts which requires normal safety precautions when operating equipment and performing the work. Work is essentially
sedentary with occasional walking, standing, bending, carrying items under 25 pounds such as books, papers, small parcels, etc.
Minimum Qualifications
- Work requires a graduate degree in Science or Business Administration, with ten or more years of experience in policy planning, with science policy planning preferred, or any equivalent combination of education and experience that provides the following knowledge, abilities and skills:
- Knowledge of modern office practices, procedures and equipment.
- Ability to demonstrate tact and diplomacy when working with others.
- Ability to manage, assign, direct and evaluate staff.
- Ability to develop and maintain a working budget.
- Ability to communicate effectively both orally and in writing.
- Ability to demonstrate initiative and work independently.
- Ability to multi-task and handle multiple projects at one time.
- Ability to perform under pressure or within tight deadlines.
- Ability to assist with tasks at all levels.
- Ability and flexibility to travel, as necessary.
- Skill in demonstrating creative and strategic thinking.
